Mykola Tomenko: Budget Proposals for 2010 are a Competition of Election Pledges of the Candidates for Presidency

 

Mykola Tomenko, the Vice-Chairman of the Verkhovna Rada of Ukraine deems adoption of the State Budget for the year 2010 before New Year due to the mutual efforts of the Government, Parliament and President the optimal variant for the country.

 

"Still, it would be possible only when everybody understands that Ukraine in the year 2010 needs realistic stable Budget, that would guarantee the implementation of the major economic tasks for our country", - he emphasised.

 

According to M. Tomenko, everyone understands that it is impossible to adopt the Budget of economic increase or maximum welfare in year 2010. "It would be the Budget that gives the opportunity to provide stability and renewing Ukrainian economy", - he declared.

 

M. Tomenko doubts the possibility of this variant, as the discussion of the Budget at the first reading demonstrated that the main candidates for presidency were not interested in its adoption. He also informed that according to the data directed by the Ministry on Finance of Ukraine, the total sum in the propositions submitted by the People´s Deputies to the Committee on Budget was UAH 260 billion increase that is approximately the scope of the total fund of the elaborated Budget draft for the year 2010 UAH 304,4 billion.

 

M. Tomenko also announced that the first places according to the pre-election populism with the state budget rates are the Communist Party of Ukraine that suggested increase of the State Budget for UAH 230 billion; Party of Regions UAH 31 billion; "For Ukraine" of "Our Ukraine People´s Self Defence" UAH 5 billion.

 

The vice-Chairman of the Verkhovna Rada of Ukraine emphasized that "if such an approach would be preserved to the adoption of the Budget it will be highly possible that Ukraine would be left without the principal finance document for the next year."
